Dear Premier Ford:
We are writing on behalf of the proponents of the approved redevelopment of the former Kanata Golf and Country Club lands at 7000 Campeau Drive in Ottawa.
We understand that Ottawa City Council recently approved a Notice of Motion (moved by Councillor Cathy Curry and seconded by Mayor Mark Sutcliffe) requesting that you and the Minister of Municipal Affairs and Housing consider issuing a provincial order under Section 47 of the Planning Act, or enacting special legislation, to preserve these lands as greenspace and effectively override the decisions of the Ontario Land Tribunal.
We respectfully urge you to decline any such intervention. The redevelopment has been subject to exhaustive independent review and has prevailed through Ontario’s land-use planning and judicial processes.
In its March 2022 merits decision (OLT-21-001620), the Ontario Land Tribunal explicitly found that the proposal “represents good land use planning,” “is in the public interest,” and is “consistent with the Provincial Policy Statement and conform[s] to the policies in the City of Ottawa’s Official Plan.” The Tribunal further described the proposal as representing “good neighbourhood planning.” Our position on the proposed development has also been supported by rulings from the Ontario Superior Court and the Ontario Court of Appeal, and in September 2025 the Supreme Court of Canada declined to grant the City of Ottawa leave to appeal.
Most recently, in its Final Order dated January 27, 2026, the OLT confirmed that all prerequisites and conditions from the 2022 decision had been fully satisfied. The Tribunal approved the zoning by-law amendment and draft plan of subdivision outright and expressly criticized the City of Ottawa’s argument that the development would “never proceed” as “surprising and troubling.” Despite these clear and final rulings from both the Province’s own independent tribunal and the courts, the City of Ottawa – supported by the Kanata Greenspace Protection Coalition – has continued to actively oppose and obstruct the implementation of the approved development.
Most recently, on June 10, 2026, the Ontario Land Tribunal issued a costs decision following a motion brought by ClubLink. The Tribunal awarded $15,000 in costs against the City of Ottawa and the Kanata Greenspace Protection Coalition on a joint and several basis. The Tribunal found that the City and the Coalition engaged in unreasonable conduct and acted in bad faith by attempting to re-litigate issues that had already been finally determined in the 2022 Decision, advancing irrelevant prematurity arguments, and refusing to accept the finality of the Tribunal’s prior orders.
Ottawa is in desperate need of new housing supply. The approved plan will deliver approximately 1,500 new homes, addressing a critical part of Ottawa’s housing needs, while preserving more than 20 hectares (approximately one-third of the site) as permanent public open space. And despite some of the misinformation communicated by opponents of the development, all environmental matters were thoroughly examined during the OLT hearing with expert evidence and are addressed through rigorous conditions of approval.
Provincial intervention at this stage – after the matter has been fully and finally determined by the OLT and upheld through the court process – would undermine the integrity of Ontario’s independent planning and judicial systems. The recent costs award by the Tribunal further demonstrates that the City’s ongoing resistance goes beyond legitimate advocacy and has been found to be unreasonable and in bad faith.
We remain fully committed to delivering a high-quality community that provides much-needed housing while enhancing local greenspace.
We respectfully request that the Province respect the final decisions of the Ontario Land Tribunal and the courts and allow this approved project to proceed without further intervention. We remain open to constructive dialogue with the City of Ottawa, the Province of Ontario, and all stakeholders.
